The Medical and Dental Council of Nigeria (MDCN) recently declared that no foreign trained doctor will be allowed to practise in Nigeria from October, 2012 except showing evidence that he or she could have practised in the country of study.
The Acting Registrar of MDCN, Dr. Udugbai Ilevbare disclosed this in Abuja yesterday during the induction ceremony of 103 foreign trained medical and dental graduates.
According to him, they must show evidence from the health regulatory bodies in their countries of training that they are registerable and could have worked there.
He also said that such graduates from October 2012 must sit for and pass the MDCN Assessment Examination to be eligible to practise in Nigeria.
He said: “May I at this point inform you all that beginning from October 2012 Assessment Examination, foreign medical graduates must show evidence from the heath regulatory bodies of the countries where they were trained that they are registrable and could have practised in those countries if they had wanted to do so.
”What it means is that if those who trained you as doctors permit or allow you to treat them as patients, we can also allow you to treat us without fear.”

Kanye West Wants A HUGE TV Wedding To Kim Kardashian

Kim Kardashian is no stranger to walking down the aisle — she already has two marriages under her belt. But the next time she gets married, if it is to Kanye West, the cameras may be capturing her third wedding!
“Kanye wouldn’t be opposed to having a huge TV wedding,” a source close to the rapper explains to HollywoodLife.com. “He’d do it just to prove his wedding to Kim would get more way more viewers than Prince Williams’ wedding.” Hmm, we haven’t heard that before — cough, last August, cough, cough — right?
But even though Kanye, 35 , would want his wedding to his love Kim, 31, televised, that doesn’t mean he’s already picking out rings. “That’s so not on his mind right now,” our insider reveals. “He’s just enjoying dating her. [But], yes, he would marry on TV, why not? What better way to get married to the love of your life and get paid at the same time? Kanye don’t [put] nothing down but his collar. So I think he’d do it.”
Kim almost spilled that she wanted to marry Kanye on Oprah Winfrey‘s recent OWN special on June 24, but caught herself just as she was about to say she’d like to do it. She admitted to Oprah that she and Kanye have been mutually attracted to each other “for a long time.” Meanwhile, another source close to Kanye reveals that the singer is madly in love with Kim. “I don’t think people understand how much he’s into Kim. Like this s–t is for real. He’s always wanted her and now that he has her, it’s a wrap! I never knew my boy Kanye to be the marrying type — but once Kim gets untangled from that p—y she of a dude she married, she and Kanye just may go there.”
He may have a little work to do with Kim, convincing her to marry in front of a TV crew. “When I saw Khloé and Lamar get married — and they had their wedding on TV — I thought, ‘Oh, my gosh, that’s so exciting! That’s what I want,’” Kardashian recently told Allure magazine. “If you were to ask me now, that’s not what I want … I would just want it to be so special, with our family and close friends, and that’s it. Chris Brown ‘Upset’ & Wants To ‘Apologize’ For Bar Fight With Drake
Chris Brown has a sincere message for his fans — I’m sorry! HollywoodLife.com has spoken to several sources close to the 23-year-old who say that Chris feels just awful about the fight that took place at an NYC club on June 14 with Drake.
“Chris is really sorry and feels bad for the people who were injured at the club when all that sh*t went down and is and wishes he could apologize to everyone that was injured there even homeboy Tony Parker,” the source says. “He’s upset and feels bad for everyone but at the end of the day people need to remember that he was injured too and beyond that, he didn’t even instigate or start any of that bullsh*t.”
We told you that Tony is suing the club because he claims he suffered a scratched retina during the fight. We also told you that Drake’s entourage started the fight by sending a nasty note to Chris about Rihanna.

US: Syria officially in civil war, says UN
Hillary Clinton has warned that Russia is sending attack helicopters into Syria, as the United Nations peacekeeping chief says the country is now in a full-scale civil war.
The US Secretary of State expressed concerns over reports that Russia is supporting Syrian President Bashar Assad’s regime, which could fuel tensions further.
She said: “We have confronted the Russians about stopping their continued arms shipments to Syria.
“They have, from time to time, said that we shouldn’t worry – everything they are shipping is unrelated to their (the Syrian government’s) actions internally. That’s patently untrue.
“And we are concerned about the latest information we have that there are attack helicopters on the way from Russia to Syria, which will escalate the conflict quite dramatically.”
Her comments come as the UN’s Herve Ladsous said violence in the country is escalating.
Asked if the situation in Syria warrants civil war, he said: “Yes I think we can say that.
“Clearly what is happening is that the government of Syria lost some large chunks of territory, several cities to the opposition, and wants to retake control.
“There is a massive increase in the level of violence.”
He also referred to the use of helicopters in the government’s attempts to recapture districts taken by the opposition.
Mr Ladsous said: “Now we have confirmed reports of not only the use of tanks and artillery but also attack helicopters.
“This is really becoming large-scale.”
He is the first senior UN official to declare the conflict a civil war.
Moscow has consistently rejected the use of outside force to end the uprising against Assad’s 40-year regime, and insists that any arms it supplies are not being used to quell anti-government dissent.
The two countries have a long-standing military relationship, with Syria hosting Russia’s only naval base on the Mediterranean Sea.
If Russia is sending Syria attack helicopters, it would deal a serious blow to efforts to starve government troops of supplies.
The town of Haffa has been one of the areas worst-hit by the escalation in violence.
Syrian Free Army rebels withdrew from the area following bombardment by government troops, a rebel spokesman said.
Angry crowds blocked UN observers from reaching area.
Monitors said they were met with gunfire and their vehicles had stones and metal rods thrown at them, although no one was injured.
The Red Cross has said the situation is deteriorating in several parts of Syria simultaneously making it impossible to respond to all humanitarian needs at once.
Troops also stepped up attacks on the central city of Homs and its suburbs , pounding rebel positions.
But Foreign Secretary William Hague has said he does not want to resort to military intervention .
“This is reminiscent of Bosnia in the early nineties so I don’t think we should think about it in terms of the Libya situation last year,” he said.
“All our efforts are going into supporting a peaceful transition in Syria and a peaceful solution, because any violent solution would clearly involve many more deaths and a great deal more hardship for the Syrian people.”

David Cameron Forgets Daughter Nancy In Pub After Mix-Up
Prime Minister David Cameron left his eight-year-old daughter in the pub following a Sunday lunch, after a mix-up with his wife Samantha.
The couple's daughter Nancy wandered off to the toilets while they were arranging lifts and they only realised she was not with them when they got home, The Sun said.
Cameron rushed back to the Plough Inn in Cadsden, Bucks, where he found his daughter with staff.
A Downing Street spokesman said: "The Prime Minister and Samantha were distraught when they realised Nancy wasn't with them.
"Thankfully when they phoned the pub she was there safe and well.
"The Prime Minister went down straight away to get her."
The Camerons were at the Plough Inn - near the Prime Minister's country retreat Chequers - with Nancy and their other children Arthur, six, and 22-month-old Florence, as well as two other families.
When Cameron left the pub he went home in one car with his bodyguards and thought Nancy was with his wife and their other children in another car.
Samantha had assumed her eldest daughter was with her father.
The mistake was only discovered when they got home.
Cameron drove back to the pub and found Nancy helping staff. She was away from her parents for about 15 minutes.
A Downing Street spokeswoman said the Camerons take full responsibility for looking after their children and were not blaming security officers for failing to ensure that Nancy was with the party before returning to Chequers.
The spokeswoman declined to discuss whether Mr Cameron had drunk alcohol with his meal.
"He had gone with friends at lunchtime, with a number of families with children, and they left in various different vehicles," she said.
"No-one is going to face disciplinary action. This was an error."
"They are their children and they take responsibility for them," said the spokeswoman.

BarackDubs strikes again! The viral video series that mashes up President Barack Obama's speeches set to popular songs has a buzzy new release. In it, the commander in chief "sings" "Call Me Maybe" by Carly Rae Jepsen.
The Canadian pop star's song, which was released last September, has been getting a lot of attention lately. During Sunday night's Miss USA pageant, the contestants did a lip dub of the song that aired during the show. It also featured pageant owner Donald Trump singing as well as co-hosts Andy Cohen and Giuliana Rancic.

BENNY HINN RECONCILES WITH WIFE
It all began at Christmas when we were together at Suzanne's house in Orlando, Florida. Suzanne and I and all of our children and grandchildren were there. It was a beautiful day I will never forget, and that is when the Lord began to do His mighty work.
Suzanne and I want to thank you, from the bottom of our hearts, for praying for us and our family. The Lord has surely answered your prayers! Suzanne and I are more in love with each other than ever before.
The covenant we made with God more than 30 years ago was never broken in His sight. Both of us believe our greatest days are ahead and the best is yet to come.
The last three years have been very painful for Suzanne and me and for the children—more painful than we can ever explain or describe. Suzanne and I will share much more with you in a future letter and soon on This Is Your Day. Please be watching next Thursday and Friday, June 7–8.
Our marriage died for two reasons. One, I, Benny Hinn, was married to the ministry, not realizing it was killing my marriage. And two, Suzanne started taking certain prescription medications to help her cope with some of her personal struggles. She became dependent on those for nearly 15 years, and those medications made her behave erratically at times. As her husband, I did not know what kinds of medicine she was taking or realize what they were doing to her.
After the divorce, Suzanne, on her own accord, decided that she needed professional help to gain freedom from her chemical dependence and checked herself into the Betty Ford clinic in early 2010. And for three and a half months she underwent exhaustive treatment. Today she is totally set free from the need for these medications—she is completely whole—and for that I give the Lord Jesus the praise.
The truth of the matter is that Suzanne filed for divorce because she was crying out for help. The divorce most certainly woke me up, and the Lord used it to show me—as a man of God and as a man—that I cannot function properly without my wife and family.
Not only did our family suffer as a result, but the ministry also suffered greatly. Many partners walked away, not realizing or knowing what took place and why. But I believe that the Lord is restoring not just my family but also the ministry.
I need you as my partner today more than ever. And I promise you I will continue to preach the Gospel with all my heart and with Suzanne at my side. She and I will travel the world together, ministering the Gospel and the power of God. And we both believe that God will not only save lives and heal bodies but will also heal families. God is no respecter of persons, and if He did it for us, He will do it for others.
Because of our experience, God will do more with us in the future.

Otty Sanchez Beheads Her 3 Weeks Old Son And Eats Part of His Brains
San Antonio police say a woman accused of beheading her 3-week-old infant son used a knife and two swords in the attack and ate some of the child’s body parts.
San Antonio Police Chief William McManus told reporters Monday [May 28] that Otty Sanchez’s attack on her son, Scott Wesley Buchholtz-Sanchez, was “too heinous” to fully discuss.

But he says Sanchez ate part of the newborn’s brain and bit off three of his toes before stabbing herself twice.
Police say the 33-year-old Sanchez told officers who were called to her house early Sunday that she killed her son at the devil’s request.
Sanchez is charged with capital murder and is being held on $1 million bail. She is recovering from her wounds at a hospital.

The Third World War? (Syria crisis)
Really sounds scary but according to a research carried out in the UK at the Research Institute For War Resistance and Policy Alternatives, it is presumed that there is a possibility of a third world war starting with the Syria uprising in which recently the killings of civilians in the central Syrian town of houla has sparked up international condemnation and the call for harsher sanctions against the Syrian government.
The call for military actions against Syria will definitely cause rift and possible war between countries involved whereby Germany, Russia and china are obviously going to be supporting Syria against the rest of the world (UN) (Arab League) (NATO) plus the involvement of IRAN whom will gladly support Syria maybe to test the strength of their proposed Nuclear weapons.

Drugged, Scammed by Beautiful Women: Weatherman Tells His Story
John Bolaris was a TV weather forecaster in Philadelphia, but even he could not predict the intentions of two comely women that approached him at a luxury hotel bar in Miami.
He woke up two days after the encounter with little memory and even less money -- allegedly drugged twice on consecutive nights and charged more than $43,000 on his credit card.
Bolaris had become another mark in a scheme run by an alleged Eastern European crime ring.
Hours of FBI surveillance videos and photos obtained by ABC News show how the group of so-called bar girls, known as "b-girls," lived and operated in South Beach -- targeting wealthy male tourists and bilking them of thousands of dollars.
"They came across very cutesy, and very sincere, and very nice, like the girls next door," Bolaris recalled of his alleged scammers in an interview with "20/20." "This wasn't a hooker-type thing."
The FBI said Bolaris was one of 88 men preyed on by a crime ring that illegally brought in attractive women from eastern Europe and used them to lure men from Miami hotspots like the Hotel Delano, Clevelander and Fontainebleau to shady clubs nearby where the girls plied their alleged victims with liquor, forged their signatures and charged them "exorbitant prices" for alcohol.
Magician Says 'Bottle Girls' Duped Him Watch Video
Bolaris' stranger-than-fiction story began when he vacationed in Miami in March 2010. Bolaris, age 52 at the time of the incident, said he was having a drink at a South Beach bar when he was approached by two women with Russian-sounding accents.
"They come over and they said, 'Do you want to do a shot?' And I go, 'No I don't want to do a shot,'" he told "20/20."
But the women persisted.
"One comes behind me, she rubs my shoulders, pulls back my head and says, 'Come on, do a shot.' And I said, 'All right, I'll do a shot.'"
After a few drinks, Bolaris and the women piled into a taxi heading to another bar. On the way, Bolaris said, the women asked if he wouldn't mind stopping to see a painting a friend was selling for charity. Bolaris said yes, but then the weatherman's memory becomes cloudy.
"I remember standing up ... signing something, vaguely," he recalled. "Next thing I know, I'm in a cab with a big painting [of a woman's head]."
Bolaris said he did not regain full consciousness until the next morning, when he awoke in his own hotel suite.
"I had red wine on my shirt, fully clothed," he said. "Now I'm thinking: Something happened, but what?"
Then, to his surprise, he received a call from the b-girls offering to return his sunglasses that they had inadvertently taken.
"How bad can they be?" he thought at the time, he told "20/20."
Bolaris himself wanted to return the painting and agreed to meet up with the girls again that evening. According to Bolaris, they met him at the hotel and took a cab together to return the piece of art. On the way, the girls disembarked at an unmarked storefront and "whistle[d]" at him to join them inside.
"And next thing I know, I'm passed out," said Bolaris.
He woke up on March 30 feeling "very sick" and "extremely worried" because he had no recollection of the previous night.
Instead of hearing from the girls again, Bolaris received a call from his credit card company, American Express, detailing charges of $43,712.25, including a $2,480 charge for the painting.
When Bolaris attempted to dispute the charges, American Express referred him to a man named Stan Pavlenko, who was later indicted in the case and has pleaded not guilty. Pavlenko had supplied a photograph of Bolaris at the bar to the credit card company in an attempt to legitimate the charges.
Despite evidence that located him at a bar called Caviar, Bolaris vowed to fight the expenses. He eventually connected with the FBI, which had launched a full-scale investigation of the Eastern European criminal activities in the South Beach clubs.
The FBI teamed up Det. Luis King of the Miami Beach police, who served as an undercover "dirty cop" to help gather information about club.
King got close to Alec Simchuk, a suspect who remains at large after fleeing to Eastern Europe. Simchuk owned several clubs in Eastern Europe that allegedly used similar methods to entice high-paying customers.
Instead of relying on violent threats, the South Beach clubs used Florida's "innkeeper law" to force customers to pay. The law requires patrons disputing a charge to challenge the bill with their own credit card company rather than the vendor. Patrons who refuse to sign their bill risk getting arrested.
Simchuk and the b-girls became increasingly trusting of King, who can be found in surveillance videos threatening to arrest several patrons who refused to pay their "exorbitant" bills.
Wired with a microphone and color-video camera, King documented incriminating phone calls with Simchuk, girls pouring out their drinks and talking about their tactics, and male patrons refusing to sign their bills.
He also served as a driver for the girls, frequently dropping them off in pairs at legitimate venues in Miami, where they would target men wearing expensive shoes and watches to lure them back to their own venues.
In addition to King, the FBI had another undercover agent pose as an unsuspecting customer to discover first-hand whether the girls illegally manipulated their patrons.
"It's $3,000 for three $20 bottles of wine. I specifically told you I want one," the undercover officer told one of the b-girls in the video.
In court documents, the FBI said that this customer's signature was forged and he was billed thousands of dollars for unordered alcohol.
Brett Daniels, a professional magician, was another alleged victim who came forward to "20/20," claiming that his club experience cost him $1,367.38.
"I drank a Heineken, and the vodka was on them," Daniels said. "It shouldn't be this much money."
Daniels' bank, Waukesha State Bank, still refuses to refund his charges.
Jonathan Davidoff, a lawyer for one of the b-girls, said that the only laws that the girls violated were immigration laws and that the men were merely expressing "buyers' remorse."
"I think it's a great marketing plan, to be honest with you, to send attractive women to go meet guys and bring them back to a club. I see nothing illegal about that," argued Davidoff. "It happens all the time."
He claimed that many of the girls pleaded guilty to charges of wire fraud because of immigration concerns, and several are now seeking asylum in the United States.
Nevertheless, after spending 13 months and more than an estimated $1 million investigating the case, the FBI staged a birthday party at one of the clubs to arrest the bar girls and their managers.
Although Simchuk and several of b-girls already had returned to their native countries, King invited all the remaining suspects to attend his pretend "birthday party" in April at Club Tangia. The b-girls dressed up for the occasion and even posed with King, who wore a birthday crown in a photograph.
The FBI raided the club fully armed, arresting 16 suspects that night, including almost a dozen b-girls and a handful of male managers and accountants.
The case against Pavlenko and others who have pleaded not guilty will head to federal court in October. Bolaris and the b-girls are expected to testify.
Bolaris lost his job as a weatherman in Philadelphia after the b-girls scandal made headlines. But there was a silver lining: He won a court battle against American Express -- the credit card company repaid him the $43,000 it originally charged and also forked over thousands more in damages -- and is glad, though nervous, about testifying against the crime ring that allegedly scammed him.
"I could've rolled over and taken it, but I did not," he said. "I fought back."
Mom Chokes Bully Over Facebook Comments
A Florida mom said she regretted choking a boy who bullied her daughter online, but said his "nasty" and "disgusting" comments about the girl on Facebook had gone too far.
"The boy tells my daughter that she is a fat f*****g whale and didn't deserve to live because she is so nasty that he wouldn't even rape her," Debbie Piscitella explained on Facebook.
When Piscitella and her 14-year-old daughter were shopping at a St. Petersburg mall on Monday, the pair spotted the girl's alleged online tormentor, a teenage classmate.
Piscitella confronted the boy and put her hands around his neck, according to police. The boy's name was not released.
Piscitella was arrested on a child abuse charge on Tuesday and was released on bail.
"I just snapped. I didn't put both hands on his neck it was just one hand, yes I shouldn't have done that, but you all do not even come close to understanding all the torment they have put my child through," Piscitella wrote.

Really, Facebook will survive. It’s dug in. Yes, maybe it’ll shift shapes, metamorphose into something less romantic than a social network. Without explanation, we’ll see it become a roving, hydra-like ad exchange or a mere backend to apps like Spotify and Instagram. But Facebook is a sturdy set of protocols that enjoys, with good reason, a privileged place on the Internet that it won’t soon yield.
At the same time, online media in the aggregate are having a turbulent hour. As the Facebook stock has turned leaden, so has the atmosphere around all social media. It’s an election year, just when the Web should be crackling with news and rumor and “fact-based” analysis, as the acid-toned forensics on political blogs used to be called. The Internet has grown metastatically since 2008. And yet where, this time around, are the viral macaca videos? Where are the “Yes We Can” recuts? Where are the Wonkettes and FiveThirtyEights and Googling monkeys of The Note?
In fact, if you even know what Googling monkeys are, you maybe have been following digital elections for too long. No blogger in 2012 has anywhere near the authority or following of Paul Krugman or David Brooks of The New York Times. The original gangster political bloggers—Mickey Kaus, Glenn Reynolds, Andrew Sullivan, Josh Marshall—seem like old bluesmen now, playing before small audiences for love if not “hits.” As “love” used to be called.
Floyd Mayweather Jr. Begins 90 Day-Jail For Beating Up Baby Mama
Boxing champion ,Floyd mayweather Jr. surrendered in a courtroom Friday to begin a three-month jail sentence for attacking his ex-girlfriend in September 2010 while two of their children watched.
Las Vegas Justice of the Peace Melissa Saragosa credited the undefeated five-division champion with attending weekly domestic violence counselling sessions including one the day of the May 5 fight she allowed him to make and with beginning to meet community service requirements she imposed in December.
The judge sentenced Mayweather on Dec. 22, then later allowed him to remain free long enough to make the Cinco de Mayo weekend fight against Miguel cotto which fetched him $32 million.
Mayweather probably will serve most of his time away from other prisoners in a small solo cell in the high-rise Clark County Detention Center.
He is expected to be released in August.
P.Diddy's Son Heavily Critisized For Accepting UCLA $54,000 Scholarship
The son of rap mogul Sean "Diddy" Combs has been heavily critisized for accepting a football scholarship from UCLA that critics say should go to a more needy student.
Justin Dior Combs whose father topped Forbes list of hip hop's wealthiest this year with a net worth estimated at $550 million will attend the University of California, Los Angeles to study business finance and play football on a schorlarship that will provide $54,000 a year toward his education.
That has not stopped some critics from saying justin shouldn't have accepted it because he comes from a wealthy home and the schorlarship should be given to a more more needy student . Justin Combs, in response to a CNN story about his scholarship, took to Twitter on Tuesday to say that he earned the scholarship. "Regardless what the circumstances are, I put that work in!!!! PERIOD," he wrote. "Regardless of what you do in life every1 is gonna have their own opinion. Stay focused, keep that tunnel vision & never 4get why u started.," Combs, who played in nationwide high school all-star game in Arizona in January, said in a follow-up post.
UCLA said in a statement that unlike need-based scholarships for academics, the school's sports scholarships are awarded strictly on the basis of athletic ability. "Athletic scholarships, such as those awarded to football or basketball players, do not rely on state funds," UCLA said. "Instead, these scholarships are entirely funded through UCLA Athletics ticket sales, corporate partnerships, media contracts and private donations from supporters." UCLA hands out about 285 full athletic scholarships each year.
Justin graduated from New Rochelle Iona Prep in New York with a 3.75 GPA, and got a free ride to UCLA on a $54,000 football scholarship. He also got scholarship offers from Illinois, Virginia and Wyoming, but chose the prestigious University of California. “Playing Division I football was a lifelong dream of mine, and through hard work I was able to achieve it,” he said.
